Apprenticeships: Origin Beats Performance

When someone named “Lukas Becker” applies for an apprenticeship at a medium-sized company, they receive a response in two out of three cases in Germany. For someone named “Yusuf Kaya” or “Habiba Mahmoud,” however, their inbox usually remains empty because companies fear additional workload for people with a migration background. Researchers at the University of Siegen discovered this in a field experiment with more than 50k observations.


“From an economic perspective, this is regrettable because companies are ignoring potential,” says Siegen economist Dilara Wiemann, a research associate at the Center for Economic Education at the University of Siegen (ZOEBIS). “For disadvantaged applicants, the results are a disaster, because even significantly better school grades or social commitment do not change the fact that origin beats performance.” Even participation in the national “Jugend forscht” competition does not increase their chances.


According to the study, for the first time, discrimination can be ranked according to presumed origin. Applicants with German-sounding names such as “Lukas Becker” received an average of 67 responses per 100 applications in the field study. People with non-German-sounding names fared significantly worse: “Ivan Smirnov” (Russian) received 56 responses, “Ariel Rubinstein” (Israeli) 54, and “Yusuf Kaya” (Turkish) 52. Last in line was “Habiba Mahmoud” (Arabic) with only 36 responses. Since all applicants stated that they were still in school, the study demonstrates how difficult it is to even gain access to the training market.
Some companies cited negative experiences with people from a migrant background as reasons for possible discrimination, but primarily expressed concerns about perceived language barriers, cultural distance, the lack of residence permits, and the feared additional effort involved in dealing with authorities and additional bureaucracy.

For the field study, a research group at the University of Siegen sent more than 50,000 email inquiries to companies that had advertised a training position and reported this to the Federal Employment Agency. The group subsequently surveyed around 700 companies about their experiences with trainees from a migrant background.
